Optimal Defaults with Normative Ambiguity

چکیده

Abstract Default effects are pervasive, but the reason they arise is often unclear. We study optimal policy when planner does not know whether an observed default effect reflects a welfare-relevant preference or mistake. Within broad class of models, we find that determining impossible without resolving this ambiguity. Depending on resolution, tends in opposite directions: either minimizing number nondefault choices inducing active choice. show how these considerations depend choosers make mistakes selecting among options. illustrate our results using data pension contribution defaults.

Optimal Defaults

Default options have an enormous impact on household “choices.” Such effects are documented in the literature on 401(k) plans (see Madrian and Dennis Shea, 2001; Choi et al., 2002, 2003b). Defaults affect 401(k) participation, savings rates, rollovers, and asset allocation. For example, when employees are automatically enrolled in their 401(k) plan, only a tiny fraction opt out, producing nearl...

Optimal auctions with ambiguity

A crucial assumption in the optimal auction literature is that each bidder’s valuation is known to be drawn from a unique distribution. In this paper, we study the optimal auction problem allowing for ambiguity about the distribution of valuations. Agents may be ambiguity averse (modeled using the maxmin expected utility model of Gilboa and Schmeidler 1989). When the bidders face more ambiguity...

Optimal Defaults and Active Decisions.

Defaults often have a large influence on consumer decisions. We identify an overlooked but practical alternative to defaults: requiring individuals to make an explicit choice for themselves. We study such "active decisions" in the context of 401(k) saving. We find that compelling new hires to make active decisions about 401(k) enrollment raises the initial fraction that enroll by 28 percentage ...

OPTIMAL DEFAULTS AND ACTIVE DECISIONS Online Appendix

This file is an appendix to Carroll et al. (2008). We provide an analysis of the model of procrastination and optimal 401(k) enrollment regimes introduced in Section 4 of that paper, including proofs of all the results mentioned there. The reader is referred to the main paper for an exposition of the model. Equations and propositions in this appendix are numbered in sequence, continuing the num...

Optimal dynamic resource allocation to prevent defaults

We consider a resource allocation problem, where a rational agent has to decide how to share a limited amount of resources among different companies that might be facing financial difficulties. The objective is to minimize the total long term cost incurred by the economy due to default events. Using the framework of multiarmed restless bandits and, assuming a two-state evolution of the default ...
